DevShop: Engineering Vendor Consolidation & Global Expansion at Google

I was tasked with solving a critical engineering vendor management challenge at Google, which evolved into a massive program management, security, and global expansion initiative that redefined how Google engaged vendor engineers. At the time, Google’s product and engineering teams had 2,000+ fragmented vendor contracts, each hiring 1-2 engineers per PO without structured compliance, security, or rate standardization. This resulted in vendors with direct code access, no formalized onboarding, and compliance risks due to role misalignment. I led a global RFP, consolidating the vendor ecosystem into three strategic supplier partnerships, transitioning from a staff augmentation model to a managed services framework, and scaling the program into a dedicated, structured engineering workforce. As part of this transformation: • Opened new engineering hubs in Mexico, New York, and Mountain View, creating a Google-owned, vendor-operated model that ensured security, compliance, and scalability. • Built and standardized engineering workflows, ensuring vendor teams operated within structured CI/CD pipelines instead of unregulated augmentation. • Developed a new internal access control system, restricting unauthorized vendor modifications while maintaining Google’s security and compliance standards. • Created and implemented a dedicated tool for vendor program management, which was ultimately named after me, streamlining operations across legal, security, procurement, and engineering. • Drove a large-scale change management initiative, aligning engineering, legal, security, and procurement teams to adopt this new framework. • Expanded the program into a full-fledged Alphab company, demonstrating its long-term impact and viability.
