PMP-Certified IT Project Manager | Driving Complex Technology Initiatives & Fractional PM Engagements | Systems, Networking, and Security Expertise
I’m a PMP-certified IT Project Manager with over a decade of experience delivering enterprise-scale technology initiatives across public and private sectors. My work bridges technical depth and stakeholder collaboration, helping organizations translate complex IT goals into achievable plans. At the State of Alabama, I lead cross-agency modernization efforts while standardizing delivery practices based on PMP and ITIL frameworks. Earlier, I managed infrastructure, networking, and security projects for firms like Lumen, Dell EMC, and Siemens. I also support fractional and contract engagements where organizations need seasoned project oversight without a full-time headcount; everything from project planning and vendor management to process documentation and implementation tracking. Whether embedded in a team or working independently, I bring structure, transparency, and calm to projects that need focus and follow-through.

Projects

CMS Rule 0057-F Implementation

Context and challenge: CMS Rule 0057-F imposes new federal requirements that touch claims timing, prior authorization workflows, and cross-agency reporting. The program required translating regulatory text into technical and operational requirements — essentially making a square peg fit a round hole. Multiple vendors and the state fiscal agent are involved, including Gainwell, creating a multi-party orchestration challenge. My role and approach: I am the primary project manager for Phase 1: Business Improvements. I lead all project governance and execution activities from initiation through delivery. That includes planning and facilitating cross-functional meetings, coordinating internal agency teams and external vendors, maintaining the master schedule, and owning the project documentation repository and action log. I run stakeholder briefings for executive leadership and facilitate technical working sessions to translate CMS timelines into operational processing steps. Complexities and mitigation: Challenges include aligning vendor deliverables to evolving federal guidance, integrating vendor timelines with internal operational calendars, and ensuring change controls for production processing. I mitigate these through tight RAID discipline, weekly vendor coordination sessions, and detailed cutover runbooks. Outcome: Phase 1 delivers updated business processes and timelines for processing prior authorizations and positions the program for subsequent API integrations in Phase 2. Phase 1 is on schedule for go-live January 1, 2026.See More

Active Directory Migration

Context and challenge: The program’s objective is full consolidation from the shared Alabama IT domain into the agency’s own Active Directory environment. This is a multi-year, multi-system effort with significant risk to authentication, SSO integrations, and application access. Many systems are business critical and cannot tolerate prolonged downtime. My role: I function as a project coordinator and PM support across multiple individual system migrations. I coordinate with application owners, security teams, and third-party vendors to schedule and process cutovers, run test plans, and document post-migration validation. I also participate alongside the lead Program Manager to maintain the overall program schedule, assess interdependency risks, and ensure change control procedures are in place. Complexities and mitigation: Key challenges include legacy application dependencies, service account mappings, and coordinating across distributed business units. I mitigate risk through phased pilot migrations, detailed rollback plans, and stakeholder readiness checks prior to each cutover. Outcome: Ongoing phased migrations with documented cutover playbooks, minimized downtime during transitions, and improved central management of identity and access.See More

Disaster Recovery Systems Testing

Context and challenge: CARES is the Centralized Alabama Recipient Elgibility System. Federal and State rules require annual disaster recovery testing and formalized recovery planning. Environments include primary and secondary Azure deployments that must recover within defined objectives. The task is to ensure the DR plan reflects current architecture, dependencies, and operational realities. My role and approach: I own the DR test planning and execution lifecycle. Responsibilities include conducting risk assessments to determine critical services, defining recovery time objectives and recovery point objectives, ensuring test scripts and runbooks are built, coordinating vendor participation for failover exercises, and documenting lessons learned and remediation tasks. Complexities and mitigation: The environment changes year to year, introducing new dependencies and changing test scope. My approach uses a risk-based test matrix so we focus live test windows on the highest criticality systems while the lower tiers get validated through tabletop and simulated runs. I ensure corrective actions are tracked and verified in subsequent tests. Outcome: Documented, repeatable DR test procedures and validated recovery steps for CARES that satisfy federal compliance requirements and improve organizational confidence in failover readiness.See More
